How do you keep a stainless steel toaster oven from tarnishing?

The top of the oven doesn't look so nice anymore and we don't ever put anything on it. The stainless wipes are not helping either - in fact I think it made it worse. Soft cloth and water is not helping either - it looks discolored now. Any suggestions?
