well if its cold then ur shrinks and is wrinkly because the sperm must be kept at a certain temperature and if its hot then the becomes loose so that the sperm dont get too hot. as for the itch, do u shave there? that wud be 1 reason. or if u use to much hot water in shower a burn rash could be what u have. try applying cream to it (normal skin cream). u also might wanna try masturbating (with ejaculation of course) because ur hormoes might be going crazy if ya know what i mean. and if that doesnt work, go to the doctor.
