Do these bad times present the possibility of the creation of a big Permanent Welfare Society, like in Rome?

The Market considers a person out of work for a year to be unemployable. If the government doesn't provide employment for workers hurt by these bad times, do we risk expanding our permanent welfare population? Rome fell, in part because of the dole, people paid to sit around and do nothing.
