Site to find someone's address/phone?

i just used intellius but i'm not sure if that is the best site to locate someone's info mainly their address/phone. i'm having to take the owner of an apt i was going to rent to court but the managers will not give out their address/phone! :( they are supposed to refund my deposit since they would not give me a lease/agreement ahead of time when i was going to rent an apt so i backed out and now they said they would send my deposit back but i keep waiting and there is nothing in my mailbox... grrrr!
